I’ve carefully read through your suggestions. The features you mentioned are all very useful, and I agree they make sense in daily workflows. However, most of them are already well supported by Blender itself with fairly straightforward operations. For features that already exist in Blender and are not too complex to use, I personally prefer not to duplicate them inside the addon, especially when I don't see a clearly better or simpler interaction design than Blender’s current solution.
Here are some notes on your points:
About light scaling: Blender already provides a Normalize option in the light settings, which keeps the light intensity unchanged when scaling. I think this is very useful, and I can add this switch to the addon’s light panel for quicker access.
About rotating the light: You can directly use Blender’s built-in rotation (for example R → Z in local space), or adjust it in the shader/material if needed.
About placing light by normal: This is also something Blender already supports with its existing snapping and placement tools.
About using scale vs size: The addon currently uses object scale instead of size mainly because Alt + S allows you to quickly reset the scale in one step, which is very convenient in practice.
