Edit: Starting with v1.2, you can expand the selected modifier and collapse the rest using the Shift + E hotkey. Can be used when the mouse pointer is anywhere inside the modifiers panel.

Regarding your suggestion about expand/collapse, I am currently working on something similar. Just looking for a way to add this feature without introducing too many buttons to the modifiers tab.
You can track it in this branch. In it's current state it adds two buttons – Expand and Expand All – below Apply and Apply All respectively. They automatically change to Collapse and Collapse All depending on the state of the modifier stack.The only thing is it suddenly feels like we have a lot of buttons.
Also, I planned Expand and Expand All to be used manually as needed. But I think it kind of makes sense to do it automatically. The only thing I am not sure about this is that sometimes you might want to adjust values in two modifiers back and forth, say an Array and a Curve modifier for example.
May be we could add something like a Expand Selected Only checkbox to the modifiers tab that you can enable/disable as needed. So if it is enabled, selecting a modifier in the list would expand it and collapse everything else, and if it is disabled, we would have the default behavior.
