Regarding rotation and baking range, both of them were already implemented:
this is to ensure that the Cake Particles baking always matches the simulation one.
are you sure your particles are rotating to begin with?
Make sure to enable Rotation and check Dynamic to true. Debugging with "render as Object" option is way easier when it comes to particle rotation :)
In any case cake particles should have no trouble keyframing any rotation in the particles. If you still encounter issues would you mind sharing your simulation settings?

This a a good base for a good add-on. Unfortunately it doesn't work as expected. The rotation of particles is not managed or it is in a wrong way. Some improvement that could be nice IMO:
